1. Functions

a) Advising and assisting the Director of the Department in performing the state management in Ho Chi Minh City of Post, Telecommunications, Internet, broadcast transmission, radio frequencies and information infrastructure (hereinafter referred to as BC-VT); advise the Director of the Department of Public Utilities Management on BC-VT.

b/ To perform other duties assigned by the Director of the Department.

2. Duties and powers

- Advising the Director of the Department to submit to the City People's Committee policies, plans and measures for state management of enterprises operating in the field of Post and Telecommunications in the city in accordance with the provisions of law, responsible for guiding the implementation after being promulgated as assigned by the Director of the Department.

- Advising and assisting the Director of the Department and acting as a focal point in cooperation activities with provinces and cities in the field of Post and Telecommunications;

- Organize the work of synthesizing, statistics, investigating and collecting data, building databases, implementing the reporting regime in the field of Post and Telecommunications.

- Coordinate in participating in and presiding over scientific research, application of scientific and technological advances and environmental protection in specialized fields in charge.

- Coordinate with departments, units inside and outside the agency to organize propaganda, disseminate, train and educate legal, professional and professional skills to raise awareness of development, application and law on Post and Telecommunications.

- Guide and participate in settling petitions, complaints, denunciations, inspecting and investigating the implementation of documents, laws and regulations of the State on Post and Telecommunications.

In addition to performing general tasks, each specialized field also performs a number of specific tasks as follows:

a/ State management of the elaboration of plannings and plans

Advising and coordinating with units and organizations to develop specialized planning ministries of Post and Telecommunications in the city in accordance with national and city strategies, master plans and plans.

Participate in developing plans to foster and develop human resources for Post and Telecommunications in the city.

b) State management of appraisal of Post and Telecommunications projects and items

Guide units, organizations and individuals to prepare and adjust project dossiers and items in accordance with law. 

Preside over or participate in and take responsibility for the contents of advice on appraisal and verification of investment reports, technical and economic reports, basic design of projects and works related to the field of Post and Telecommunications in accordance with the provisions of law.

Participate in inspection, supervision, evaluation and acceptance of projects, work items, programs on Post and telecommunications under their management authority are decentralized.

c/ State management in the field of ensuring communications

Advising on proposals to organize the protection of Post and Telecommunications network safety, communication work in service of Party and State agencies, serving national defense, security and foreign relations; information on flood and storm prevention and mitigation; information on safety, rescue and other emergency information in the city in accordance with the provisions of law.

d/ State management of the postal domain;

Confirm the written notification of delivery service business to the delivery service business within the city limits.

Grant, amend, supplement and revoke licenses for provision of mail delivery services within its competence.

Ensure to carry out statistical surveys on the output of public postal services in accordance with regulations and participate in handling unclaimed postage at units and enterprises in the field of delivery in the city.

f/ State management of radio frequencies

Coordinate in inspecting and controlling the implementation of the master plan on frequency channel allocation for radio, television in the city; regulations on conditions, techniques and conditions for the exploitation of radio equipment used conditionally in the city.

Coordinate with the Regional Radio Frequency Center II to solve and handle interference; issuing licenses and collecting fees for obtaining licenses for the use of radio frequencies and equipment.

f/ State management of passive telecommunications infrastructure

Coordinate and participate in a number of stages in the licensing process, settle disputes over connection and common use of telecommunications technical infrastructure.

Develop a process of coordinating, organizing the implementation and supporting units and enterprises to gradually modernize, photochemical, underground and embellish the telecommunications cable network system in the city.

Coordinate in building passive telecommunications infrastructure databases in the city; gradually modernize and update the database to connect compatible with the city's data system; There is decentralization for businesses to coordinate implementation.

g/ State management of telecommunications services

Coordinate with relevant departments in the management of prepaid mobile subscribers, using unauthorized classifieds advertising phone numbers.

Manage the provision of new value-added services appearing on the Internet over the next generation telecommunications network.

Announcement of quality of products, services, standards and regulations conformity for enterprises operating in the field of Post and Telecommunications.

h/ State management of the Internet

Coordinate with relevant departments in inspecting, inspecting the operation and handling violations of enterprises and agents providing Internet services and users in the province in accordance with the provisions of law.

Coordinate with relevant departments in directing the inspection, inspection of activities and handling violations of units, organizations and individuals using Internet services in the locality in accordance with the provisions of law.

Coordinate with relevant departments in the management of online games.

i) State management of enterprises – Post and Telecommunications associations

Participate in the implementation of support programs; coordinate in organizing seminars, awards, conferences and fairs related to telecommunications enterprises in the Post and Telecommunications industry.

Perform other duties assigned by the Director.
