1. Functions

a/ To summarize to advise the Director on the elaboration of information and communication plannings, development plans, programs and projects in the city.

b/ To monitor the implementation of plans, programs and projects and the development of the information and communications sector in the city. Develop an annual investment plan and other regular operational plans in the field of information and communication. Develop periodic, irregular and thematic reports on the performance of assigned Department tasks.

c/ Appraisal of information and communication programs and projects; Appraise bidding plans for information and communication projects in the city.

d/ Advising on the elaboration and implementation of plans on fostering and developing information and communication human resources in the city.

e) Synthesize and formulate plans on trade and investment promotion; plans for domestic and international cooperation in the field of information and communication.

f/ To synthesize and propose mechanisms and policies to promote the development of the postal, telecommunications and information technology sectors in the city and the country.

g/ To coordinate in organizing the work of information propagation, dissemination and legal education on information and communications.

i) Coordinate with functional units and departments in planning and estimating funds for organizing events related to the operation of the Department and the information technology sector in the city.

h/ To perform other duties assigned by the Director of the Department.

2. Duties and powers:

a/ Elaborating information and communication plannings, development plans, programs and projects:

On the basis of proposals of functional departments on short-term and long-term planning and plans (monthly, quarterly, 1-year and 5-year) in the development of information and communication in Ho Chi Minh City, the Department of Planning and Synthesis researches, synthesizes and proposes proposals to the Board of Directors for consideration,  approve for submission to the City People's Committee and the Ministry of Information and Communications in accordance with national and city strategies, master plans and plans.

b/ To summarize, report and monitor the implementation of plans and programs, Projects and industry development situation:

- Summarize and monitor the performance of departments and units under the Department of Information and Communications. Synthesize and report on industry development in the city.

- Based on the approved plan, program or project, the Science and Technology Department shall monitor and urge the implementation progress of the investor and implement the periodic reporting regime to the Board of Directors.

- Summarize and propose annual investment capital for programs, projects and other regular activities in the field of information and communication based on actual implementation progress.

- Propose to leaders of the Department, leaders of the City People's Committee and the Ministry of Information and Communications directions to solve difficult issues of administrative procedures, mechanisms and policies during the implementation of plans, programs and projects.

- Propose solutions for cases of failure to comply with the approved plan; or violating regulations on construction investment during the implementation of state-funded programs or projects

c) Appraisal of programs and projects:

- Appraise investment reports, feasibility study reports of information and communication programs and projects according to appraisal procedures and regulations promulgated by competent agencies and submitted to the Director of the Department for consideration and approval.

- Appraise bidding plans for information and communication projects and submit them to the Director of the Department review, approve.

d/ Training and development of human resources:

- Survey the demand for fostering and developing human resources of units of Departments/branches, districts/districts in the city to organize training, training and improve the qualifications of information and communication civil servants.

- Survey the demand for highly qualified human resources at enterprises in the city, organize training courses to improve professional and management qualifications for enterprises, promote the development of information and communication industry.

- Coordinate with specialized departments in formulating and organizing the implementation of plans, training programs, fostering and developing human resources for the information and communication sectors in the city and coordinate their implementation after approval.

e) Trade and investment promotion; Planning domestic and international cooperation:

- Synthesize contents on cooperation in the field of information and communication with provinces/cities that Ho Chi Minh City has signed cooperate.

- Proposing contents of cooperation with places (domestic and foreign) on the basis of proposals of units, actual situation and needs of the city in cooperation and joint development in the region.

- Surveying, planning and organizing trade and investment promotion in other provinces/cities in the country and abroad to help businesses in the city expand their markets.

f) Event organization:

- For events chaired by the Board of Directors: coordinate with planning units to organize and budget for implementation.

For events hosted by other departments: proposal and budget for implementation (when using funds from the Department of Information and Communications)
