Information and Mass Communication Institute of Ho Chi Minh City (IMC) was established on the basis of Information Technology Training Institute of Ho Chi Minh City (ITTI).
ITTI was established by the HCMC People's Committee in 2001 with the mission of providing high quality human resources for Ho Chi Minh City and the southern provinces.
On 31/05/20010, the HCMC People's Committee made a decision to upgrade ITTI to IMC. From now on, IMC not only has the task of training in the field of information technology but also conducts training of industry groups in the field of communication.
As a Professional Intermediate School, IMC is a public educational institution within the national education system (including schools, professional secondary schools, colleges and universities).
Ho Chi Minh City Information and Communications Intermediate School is under the state management and direct direction of the Department of Information and Communications of Ho Chi Minh City, and is also under the professional guidance of the Department of Education and Training of Ho Chi Minh City.
Tasks of Ho Chi Minh City Information and Communication Intermediate School:
- Training intermediate professional human resources in the field of information and communication.
- Scientific research and technological development, combining training with scientific research and production, scientific and technological services.
- Management of faculty, staff and staff; build the teaching staff of the school in sufficient quantity, ensure quality standards, balance the qualification structure and professional structure according to regulations of the Ministry of Education and Training.
- Identify and foster talents in learners and teaching staff of the university.
- Enroll and manage learners according to regulations, in coordination with organizations, individuals and families of learners in educational activities.
- Organize lecturers, staffs, staff and learners to participate in social activities suitable to the training profession.
- Manage and use land, schools, equipment and assets of the school in accordance with the laws of the Socialist Republic of Vietnam.
- To associate and cooperate with domestic and foreign economic, educational, cultural, physical training, sports, health and scientific research organizations in order to improve the quality of education, associate training with use and employment, serve the cause of socio-economic development, supplement resources for the school.
- Exercise autonomy, self-responsibility and other duties and powers as prescribed by law.
Rights and obligations of the University:
Ho Chi Minh City Information and Communications Intermediate School is entitled to autonomy and self-responsibility for school development planning and plans, organization of training activities, science and technology, finance, international relations, organization and personnel, namely:
- Formulate and organize the implementation of school development plans and plans in accordance with the educational development strategy and the network planning of intermediate schools of Ho Chi Minh City and the country.
- To formulate teaching and learning programs, curricula and plans for the professions that schools are permitted to train on the basis of the framework program promulgated by the Ministry of Education and Training; organization of enrollment; organize the process of training, recognition of graduation, grant of diplomas and certificates in accordance with the provisions of Ministry of Education and Training.
- Mobilizing, managing and using human resources to achieve educational objectives; cooperate and associate with economic, educational, cultural, physical training, sports, health and scientific research organizations at home and abroad in accordance with the laws of the Socialist Republic of Vietnam and international practices in order to improve the quality of education, associate training with scientific research, production and work in service of socio-economic development.
- Perform science and technology tasks assigned by competent agencies, organizations; effective use of funds for investment in scientific and technological development; register, participate in selection, signing and implementation of science and technology contracts, training human resources, fostering talents in science and technology; contribute to building and developing the country's scientific and technological potential.
- Intellectual property rights are protected and transferred transfer and announcement of results of science and technology activities; protect the interests of the State and society, the legitimate rights and interests of individuals in training, science and technology activities of the University.
- To receive grants from organizations and individuals in accordance with the laws of the Socialist Republic of Vietnam to supplement financial resources for the school; contribute capital in money, assets, value of intellectual property rights to conduct scientific and technological activities, production and business; use revenues from economic activities to invest in expanding production and business, building facilities of the school; sponsor activities and implement preferential policies for children and families subject to policies, humanitarian and charitable social activities.
- Being assigned land use rights by the State; to lease land, borrow capital and be entitled to tax exemption and reduction in accordance with the laws of the Socialist Republic of Vietnam.
- Organizing the school apparatus, recruiting lecturers, staff and staff; establish and dissolve scientific and technological organizations, service units and enterprises of the university in accordance with the provisions of law.
- Implement democracy, equality and publicity, in the arrangement and implementation of tasks of training, science, technology and financial activities.
- Implement the regime of reporting to direct management agencies and superior agencies on the school's activities according to current regulations.
