1. Functions
a) The Inspectorate of the Department of Information and Communications under the specialized information and communications inspection system, which is an agency directly under the Department of Information and Communications, shall assist the Director of the Department in performing the functions of administrative inspection and specialized inspection of information and communications in Ho Chi Minh City.
b/ The inspectorate of provincial-level Information and Communications Services shall be under the direct direction of the Director of the provincial-level department, and at the same time be guided by the administrative inspection work and profession of the City Inspectorate and specialized inspection by the Inspectorate of the Ministry of Information and Communications.
The activities of the Departmental Inspectorate must comply with the law, ensure accuracy, objectivity, publicity and timeliness.
2. Duties and powers of the Departmental Inspectorate:
a) Duties:
- Develop annual inspection and inspection programs and plans for submission The Director of the Department approves.
- Inspect and inspect the observance of the provisions of law on the fields of press, publishing, postal, telecommunications, radio frequencies and information technology of organizations and individuals engaged in related activities in Ho Chi Minh City.
- Coordinate with concerned State agencies in inspecting, examining, detecting, preventing and handling violations of laws related to the fields of press, publishing, postal, telecommunications, radio frequencies and information technology.
- Inspect the implementation of policies, laws and tasks of agencies and units under the direct management of the Department.
- Assist the Director of the Department in organizing the work of receiving citizens, handling complaints and denunciations of organizations and individuals under the jurisdiction of the Director of the Department.
- Perform the tasks of preventing and fighting against corruption in accordance with the law on anti-corruption.
- Participate in elaborating, amending and supplementing documents related to the field of inspection, complaints and denunciations, handling of administrative violations, press, publishing, postal, telecommunications, radio frequencies and information technology.
- Guide and inspect units under the Department to comply with the provisions of law on inspection work.
- Propagate, disseminate, educate and guide the implementation of laws on press, publishing, postal, telecommunications, radio frequencies and information technology.
- Organize and participate in fostering administrative inspection and specialized inspection skills for inspectors and inspectors.
- Manage civil servants, assets, records and documents in accordance with regulations of the Department.
- To summarize and report on the results of inspection work, the settlement of complaints, denunciations and anti-corruption under the management of the Department.
- Perform other duties assigned by the Director of the Department, the Chief Inspector of the Ministry and the Chief Inspector of the City and as prescribed by law.
b) Powers:
- Penalties for administrative violations in accordance with the provisions of law.
- Temporarily suspend or suspend acts of violating the law on post, telecommunications and information technology of agencies, organizations and individuals or are threatening to cause damage to the interests of the State, legitimate rights and interests of organizations and citizens.
- Exercise the powers prescribed by law.
