1. Functions

a/ To advise and assist the Director of the Department in performing the state management of information and electronic technology (ICT).

b) Create a legal, institutional, policy environment, coordinate administration, training and international cooperation, promote and support ICT development.

c) Support enterprises, especially small and medium-sized enterprises, to invest in, provide products and services, develop markets and jointly participate with city governments in the formulation and implementation of ICT development policies.

d) Ensure the operation of the system at the Department of Information and Communications.

e) Propose and deploy application software at the Department.

f/ To perform other duties assigned by the Director of the Department.

2. Duties and powers:

a/ Industry plannings, plans and standards:

- Advising on the formulation of ICT application and development plans and plans in the city in accordance with national and city strategies, master plans and plans and organize their implementation after being approved as assigned by the Director of the Department;

- Participate in the development of plans for fostering and developing ICT human resources in the city; be responsible for organizing the implementation after approval as assigned by the Director of the Department;

- Advising the Director of the Department to submit to the City People's Committee mechanisms and policies to promote the development and application of ICT in accordance with the characteristics of the city and in accordance with the national ICT development planning;

- Advise the Director of the Department to submit to the City People's Committee for promulgation regulations, standards, norms, technical standards, announcement of quality of products and services applied in the field of ICT in the city; be responsible for organizing and guiding the implementation after it is issued as assigned by the Director of the Department;

- Advise the Director of the Department to submit to the City People's Committee for promulgation regulations on information technology security according to his competence; be responsible for organizing and guiding the implementation after it is issued as assigned by the Director of the Department;

b) State management of enterprises.

- Advising the Director of the Department to submit to the City People's Committee policies and measures for state management of enterprises operating in the field of ICT and software industrial parks in the city in accordance with law; be responsible for guiding the implementation after it is issued as assigned by the Director of the Department;

- Organize the implementation of programs to support ICT enterprises such as: enterprise support and development fund, trade and investment promotion program, enterprise development policy,... of the city as assigned by the Director of the Department;

- Monitor and support the activities of ICT-related professional associations;

- Guide IT enterprises in the city in the implementation of documents, laws and regulations of the state on IT

- Participate in implementing programs to support IT enterprises; coordinate the organization of seminars, conferences and fairs related to the IT industry;

- Focal point and participate in settling petitions, complaints and denunciations related to the operation of IT enterprises.

c) State management of the project

- Appraise and take responsibility for the contents of appraisal of technical design, estimation and total estimate of IT projects and items in the city in accordance with law;

- Coordinate with relevant competent authorities in inspecting, supervising, evaluating and accepting IT-related work items and machinery and equipment procurement projects for projects in the IT sector under decentralized management competence;

d) Development cooperation

- Organize the implementation of programs on propagation, dissemination and awareness raising of ICT development and application;

- Organize and coordinate with relevant units (schools, institutes, research agencies) in researching, testing and applying scientific and technological advances in the field of ICT;

- Advising the Director of the Department and coordinating with departments in cooperation activities with provinces/cities in the field of ICT;

- Participate in international cooperation activities, coordinate in organizing conferences and seminars in the field of ICT at home and abroad; Participate in preparing ICT content at home and abroad; Participate in preparing ICT content for the Board of Directors to attend domestic and international conferences;

e) Ensure the operation of the system at the Department of Information and Communications:

- Administration of network systems, servers, workstations throughout the Department

- Administration and assurance of application system operation

- Support departments in deploying application software.

- Support to solve computer problems, information security.

- Propose and deploy application software
