1. Function:

a/ To assist the Director of provincial-level Information and Communications Services in performing the function of state management in their localities over types of information contents on the internet (except for electronic newspapers, spoken newspapers and video newspapers) in accordance with law;

b) Coordinate with Post and Telecommunications Departments (telecommunications infrastructure and services) and the Information Technology Department (IT software) advises the Director of the Department to direct and guide career development activities in the field of information content on the internet in the locality according to the Party's guidelines and policies and the State's laws;

c) Implement the operation of Hochiminh Cityweb; manage ICT-HCM site.

d/ To assist the Director of the Department of Information and Communications perform the function of state management of advertising activities on the internet in accordance with the Law on Advertising:

- Guide the implementation of advertising on the internet according to its competence and in accordance with the Law on Advertising.

- Coordinate with relevant departments in inspecting, examining and handling according to their competence violations, organizations and individuals engaged in advertising activities on the Internet in their localities.

2. Duties and powers:

2.1. Tasks of the Electronic Information Department

a/ To assume the prime responsibility for, and coordinate with relevant departments in, advising the Director of the Department of Information and Communications to submit to the City People's Committee:

- Draft programs, schemes and plans for development of information content on the internet for 5 years and annually;

- Draft decisions and directives within the competence of the City People's Committee on management of information content on the internet;.

b/ To assume the prime responsibility for, or coordinate with relevant departments in, propagating, guiding, examining, inspecting and organizing the implementation of legal documents, programs, schemes and plans for development of information contents on the internet approved.

c) Advising the Director of the Department to handle administrative procedures under the jurisdiction of the Department assigned by the department: appraise the dossier of license/amendment, supplementation/renewal/revocation of the license to establish a general e-commerce site in accordance with law; check the validity of applications for licenses of general websites of local press agencies in accordance with the law (Ministry of Licensing).

d) Coordinate the management and/or provide professional guidance on types of information content on the internet to the Culture and Information Division under the district-level People's Committee;

e/ To make periodic or irregular reports and perform other tasks assigned by the Director of provincial-level Information and Communications Services.

2.2. Tasks of Hochiminh Cityweb department       

a) Act as the focal point for solving tasks related to CityWeb's operations; Provide and process information content on HCMCityweb,

b) Editing files and articles for news and event categories on the homepage as Breaking News, News of activities of City leaders, News of current events; update static information and information on the field of land and construction; industry and trade; business; culture, sports, tourism and foreign affairs, orientation - development; socio-economic data.

c) Receive comments and recommendations of people to reflect to competent agencies and respond to comments to people on the following sections: Mailbox for suggestions on city construction; Comment on administrative regulations; Website suggestions.

d) In charge of member websites:

+ Monitor the operation of member websites, especially the update of news, when there are signs of abnormalities or the unit does not update news for a long time, remind the unit to correct.

+ Check and urge member websites to implement the general policies of Cityweb.

+ Formulating propaganda topics according to state policy guidelines.
